USPS Postage Rate Changes Effective July 13, 2025: Key Information for Anchor Software Customers

For Anchor Software and its clients, here’s a summary of the proposed USPS Shipping Services (Competitive Products) changes, expected to take effect July 13, 2025, pending review and approval by the Postal Regulatory Commission (PRC).

These adjustments are critical for optimizing shipping costs and ensuring compliance for your operations and those of your customers.

Key Price Changes (Average Increases):

  • Priority Mail®: Prices will increase by an average of 6.3%. Note that some prices for lighter weights in lower zones may decrease.

  • Ground Advantage™: Prices will increase by an average of 7.1%. Similar to Priority Mail, some lighter weights in lower zones may see price reductions.

  • Priority Mail Express®: No changes are proposed for Priority Mail Express prices.

Important Classification and Fee Updates:

  • USPS Ground Advantage Commercial – Sealed Against Inspection: A significant change is that all USPS Ground Advantage Commercial packages will now be sealed against inspection. This is a beneficial update for commercial customers, as it provides a more consistent and potentially more secure service while allowing them to leverage the cost-effectiveness of Ground Advantage.

  • Elimination of Destination Network Distribution Center (DNDC) price category within Parcel Select: This reflects the evolving USPS network, where NDCs are no longer serving as central consolidation points for all ground packages. This simplification might streamline pricing for certain Parcel Select users.

  • New $4.00 Nonstandard Fee: A new fee of $4.00 will be applied to packages with non-standard characteristics, such as tubes or rolls, liquids, or wooden boxes. It’s crucial to identify if any of you or your clients’ typical shipments fall into these categories to avoid unexpected costs.

  • Package Quality Noncompliance Fee (formerly IMpb Noncompliance Fee): The existing IMpb Noncompliance Fee will be renamed to the Package Quality Noncompliance Fee, but the fee itself will remain at $0.25. This emphasizes the USPS’s focus on mail quality and proper manifest submission.

  • USPS Connect Ecommerce (CeC) Program: For relevant clients, continued deeper savings through the USPS Connect Ecommerce (CeC) program will remain a valuable advantage.
